NOTICE TO CONTRACTORS OF OPPORTUNITY TO BE INCLUDED IN THE HESPERIA UNIFIED SCHOOL DISTRICT’S LIST(S) OF QUALIFIED CONTRACTORS FOR INFORMALLY BID CONSTRUCTION PROJECTS (PER SECTION 22036 OF THE PUBLIC CONTRACT CODE)
In accordance with the State of California Uniform Public Construction Cost Accounting Act (CUPCCAA), the District is inviting all interested licensed contractors to submit their company information for inclusion on the District’s List(s) of Qualified Contractors for Informally Bid Construction Projects during the 2023 calendar year.
Contractors that are interested in being on the 2024 List(s) of Qualified Contractors for Informally Bid Construction Projects are required to have a current contractors license, and are subject to verification through the Contractors State License Board. Contractors are also required to be registered with DIR (Department of Industrial Relations).

December 30, 2023

ELECTRONIC PRE-QUALIFICATION TOOL
In order to do business with Hesperia Unified School District, all contractors must be prequalified through the State of California.
Contractors can apply for or renew prequalification online by going to PQbids.com/hesperia. Required information includes but is not limited to: completing the safety questionnaire, company history, references, insurance certificates, bonding documents, and financial statements.
Prequalification status can be viewed on the PQ Bids website.
CONTRACTORS
The Department of Industrial Relations (DIR) is informing public works contractors that registrations expire each year on June 30. Contractors now have the option to renew current registrations for one, two or three fiscal years.
California law requires all contractors to register with DIR prior to bidding, being listed on a bid proposal, being awarded or engaging in the performance of any public works contract on or after April 1, 2015. Fees and penalties may be assessed for a lapse in renewal or failure to register when engaged in public works.
The public works contractor registration application was recently updated to process applications within one business day when paid by credit card, and provide the applicant with a credit card receipt.
Registration and requirements are available on DIR’s public works website, including information on responsibilities related to prevailing wages, apprenticeship and certified payroll records.
DIR protects and improves the health, safety and economic well-being of over 18 million wage earners, and helps their employers comply with state labor laws.
DIR’s Division of Labor Standards Enforcement (DLSE), also known as the Labor Commissioner’s Office, enforces prevailing wage rates and apprenticeship standards in public works projects, inspects workplaces for wage and hour violations, adjudicates wage claims, investigates retaliation complaints, issues licenses and registrations for businesses and educates the public on labor laws.
